CAA launches consultation on 'Wave 2' of licence changes

A second wave of licence proposals are the subject of a new CAA consultation, separate from what’s expected to come into effect this October.

The ‘Wave 2’ consultation includes additional proposals arising from the GA Licensing Review.  The consultation closes on 8 August 2025. A link to the consultation is below.

Among the additional proposals are:

  • Extending the crediting of three axis microlight flight time towards the experience requirements for the commercial pilot’s licence (CPL) gained via the modular course. This is in addition to what’s already been agreed and due to come into effect in October for the PPL(A).
  • If an applicant for the issue of a light aircraft pilot licence (LAPL) or a private pilot licence (PPL) fails to pass one of the theoretical knowledge examination papers within four attempts, they must undertake further training at a DTO or an ATO.
  • The CAA is considering clarification that an appropriate standard of flying must be displayed during the applicable refresher training during revalidation for a PPL(A).
  • There’s a proposal for revalidation by experience for pilots of single engine helicopters up to a MTOW of 3,175 kg.
  • There are some other proposals regarding revalidation of single-engine piston aeroplane class ratings and TMG class ratings.
  • Should the UK adopt the Basic Instrument Rating (BIR) already in use across EASA states?
